Amir N., an 18-year-old Afghan refugee, has been making headlines in Hamburg for his criminal activities as the leader of the “315er” drug gang. Despite being involved in drug trafficking, violent crimes, and coercion, he has repeatedly been granted residence permits that have allowed him to continue his illegal activities in Germany.
