Reducing Fines for Delayed Payment: New Knesset Bill Brings Clarity and Simplicity

On December 15, the Knesset approved a bill that will reduce penalties imposed on administrative and criminal fines in cases of delayed payment. Under the new law, the fine will be set at 30% of the original amount, rather than the previous 50%. Additionally, penalty interest will be applied to the debt every three months under the Penalty and Indexation Law, without the calculation of compound interest.

This means that a fine of 1,000 shekels that is not paid on time will increase to 1,420 shekels within a year, as opposed to the previous 1,600 shekels. The new regulations will only come into effect starting on January 1, 2025.

The bill was sponsored by MK Shai Noy (Kulanu), who stated that it would help those who are struggling financially to pay their fines on time. “We understand that people may have difficulty paying their fines,” he said. “This bill is designed to make it easier for them to do so.”

According to Noy, many people were paying excessive amounts in penalties due to the previous regulations. “Under this new law,” he explained, “people will only pay what they owe.”

The bill was supported by all members of the Knesset committee responsible for criminal justice issues. They noted that it would bring clarity and simplicity to the existing laws. “We believe this bill will be a fair solution for everyone involved,” one committee member said.
