The FBI has recently made 95 awards for its potential $7 billion ITSSS-2 blanket purchase agreement, with 31 in the full-and-open track and 64 going to small businesses in the set-aside group. The announcement came less than two weeks after the last pre-award protest was denied by the Government Accountability Office (GAO). However, one important piece of information was missing from the Sam.gov notice – the names of the awardees. We have reached out to the FBI for the list and will update this post once it becomes available.
ITSSS-2 will serve as the FBI’s vehicle for purchasing a variety of IT products and services, as well as standardizing the procurement process and forecasting purchases. The BPA includes one initial base year and up to seven individual option years. Following the awards, the FBI plans to hold information sessions for the group of prime contractors and its users of the contract.
The IT Enterprise Services Contract that was attempted to be awarded by the FBI in 2020 was halted due to protests, which delayed ITSSS-2 after it was released in June 2023. Companies such as General Dynamics IT, SMX, Ernst & Young, and Qbase filed complaints during this time. The FBI took corrective action to address these concerns, but ultimately dismissed them all except for one protester – Computer World Services – whose elimination from competition was challenged by GAO but upheld nonetheless.
