Addressing Health Inequities: A Public Health Approach to Improving Outcomes in Massachusetts.

In response to an editorial that highlighted the fact that 2 out of 5 people delay health care because of costs, the Massachusetts Public Health Association has expressed its appreciation for the focus on addressing racial and economic inequities in the health care financing system. While reducing insurance costs, out-of-pocket expenses, and prescription drug costs is important, it is not enough to improve overall health. A public health approach that addresses upstream factors and tackles structural racism present in the system is necessary for a comprehensive approach to improving public health outcomes.

To measure progress towards this goal, statewide benchmarks should be established that outline specific goals and targets for improving health equity. This was emphasized in the Strategic Plan to Advance Racial Equity released by the Massachusetts Department of Public Health, which seeks to address systemic inequities faced by marginalized communities and improve health outcomes for all residents of Massachusetts.

In addition to affordability benchmarks, two pieces of legislation should be considered by lawmakers to further advance health equity: the Statewide Accelerated Public Health for Every Community Act and An Act to Advance Health Equity. The former would help local public health departments work with the healthcare system to address disparities, while the latter prioritizes equity in state government, improves data reporting on health equity, and enhances access to quality healthcare.

Collaboration between the public health network and healthcare sector is essential for creating a framework that recognizes how social, economic, and structural factors impact health. By understanding these conditions and taking action to address them, true health equity can be achieved for all residents of Massachusetts.
